Texas to start levying highway tolls for truckers

March 23, 20230

The pilot fundraising program for the use of Texas highways is designed for a year. Drivers’ pay will depend on the number of miles traveled in the state.

The innovation applies to all commercial vehicles of class 8 to 13.

The Task Force, which will be mandated to assist in the creation and evaluation of the program, will consist of seven members. Three members of the task force will be nominated by state legislators. Four more members will be appointed by the governor and the lieutenant governor.

A designated panel will be tasked with holding a minimum of three public hearings on the pilot program. The group will also be responsible for making recommendations on the structure and criteria used to evaluate the pilot program and “other alternative approaches to motor fuel taxes”.

Now Texas charges a tax of 20 cents per gallon on the purchase of gas or diesel. While the program is being tested, the state tax on fuel, as well as other fees for using vehicles, may be eliminated.

Upon completion of the program, the Texas Department of Transportation will be responsible for submitting a summary report to the state legislature. The report should include the ability to continually evaluate vehicle usage charges per mile and compare other alternative approaches or additions to fuel taxes.

Bill HB3418 is on the House Transport Committee.
